Yeah, it's photoshopped, or more likely, one of those "sign generator" sites. The pic's up close enough that if it were real, you'd be able to make out the lines of each letter tile.

I agree, it is funny. I don't smoke, but I might go get toasted if I could get a 20% discount at Taco Bell, lol.
