I think that is more of a direction not to double stack with another pallet of product.

Reminds me of the cases of ice cream mix at work, the ones with "Do not stack more than 6 high" printed on them. I've seen them stacked as high as 9 high. The warning on the wine may refer to the pallets, but the warning on the ice cream mix is so that it doesn't put any undue strain on a person having to lift a 30-pound box off of a very high stack.
