This is sad on so many levels. The first being I feel like it was a set up. Like some adult told the kid to do that to the mannequin and then took the picture. It's not out of the question that he would do this on his own, as I've had hellspawn do all kinds of horrible things to me (in Retail Hell I write about one crazy brat who humped my leg like a poodle while his mother ignored it). So yeah, I can see the kid pulling the mannequin's panties, but to get a shot like this I feel someone had to have the camera poised and ready.
While it may have been set up, it's not as unusual as some people might think. I remember one time walking by the intimate department in my store and seeing some little kid blatantly grope the crotch of one of the mannequins.

Well, it might not have been posed. Sometimes kids do just get curious. That's been my experience at least.
That being said... there are children out there who have been abused or shown illicit materials at too early of an age, and would have the idea to do this from there. Or, who might have been told to do something like this by an adult. I'm hoping that it was just the kid wanting to know what was under that fabric.
