Lights and outlets are typically on two completely different sets of breakers in a commercial setting. It is entirely possible to have lights but dead registers, which makes sales pretty much impossible for anything but a convenience store.
We had something like that happen just this morning - random power outage at 10 AM (clear blue sky and everything) so we put a "no power, opening late" sign on the door. It came back on about 45 minutes later but it took another half hour before all the computers were up and running again; the lights were on, but we didn't bother changing the sign.

Also possible that the sign was put up when the store had no power, and now its back on but nobody is home.

It could also be emergency generators that only power the light.
