Doesn't appear to be a big issue here in America. Are dogs stolen in front of coffee shops and stores?
From Reddit: Due to dog thefts this grocery store in Finland has put up dog cages where you can bring your own padlock. This should be everywhere!

My parents would never let us tie our dogs outside of a store and go in unless one or more of us were outside to watch them. Too many dog thefts around here.

I could see this as a better option to leaving your dog locked inside a hot car. I couldn't do it with my dog only because he would make such a racket over me leaving him alone.
