This is like comparing apples to oranges...
The idea that having 'impure thoughts' in a culture where the dominant religion requires chastity leads to rape is flawed. Repressing sexual urges can sometimes lead to sexual violence, which would suggest a movement in the opposite direction to a more open minded culture would be the best solution. But even that idea doesn't take into account the fact that rape isn't about sex, it is about power. In that scenario, you could have buck naked manikins on every street corner and it wouldn't make a difference--unless the rapists went for the manikins instead.

I love how it's an entire country basically saying "Men are animals who are a split second away from raping you through your clothes at any given moment, and nothing will ever change that," and the men of said country NOT being incredibly insulted by that. A woman should be able to walk down the street buck naked and remain unmolested, because we as a species possess higher-level reasoning capabilities.

You'd think that the men would be insulted by the implication that they are brainless, rutting beasts with only one thing on their agendas, and that they're so gullible and and stupid that the mere sight of a female form (not even an actual female, just something in the shape of one) will inflame their animal hormones to unavoidable, unreasoning violence and rape.

Somehow, if people are told over and over all their lives that "If you see or think THIS, you will perforce do THAT as a result," it becomes a self-fulfilling prophecy. Too bad they're not being taught, "If you do THAT, we will throw your rapist rear in the worst prison imaginable for years and years and years, until you are old and gray and toothless."

Maybe part of it is that, in the past, there was no real punishment for this crime - thanks to the attitude of the law toward both perpetrators ("Boys will be boys...") and victims ("She asked for it, look at the way she's dressed/walking/born female!"). And there is the fact, too, that rape _is_more about violence, control, and force ...

India is not the only culture that assumes men can't keep it in their pants when exposed to over a square millimeter of a woman's skin. I have no data, but I'd bet that most of them hold that idea, at least implicitly. It's still rummaging around in the subbasement of Western culture, too. How many times have we seen a rape victim's clothing cited as a cause? When it comes to sex, by and large the human race assumes men ARE nothing but rutting animals, but women pay the price.

Blaming mannequins for rape is as stupid as blaming video games or the Bible for violence. Men (AND women) rape because they choose of their own free will to rape. Nothing makes them rape except themselves. Period.

It's time we stopped scapegoating, stopped blaming books, movies, music, parents, etc for choices we make of our own free will.

Right! You would think so.

Although, this is the same place where one of the country's top holy men said the victim was also to blame after being violently gang raped because she was out with her boyfriend after dark.

Not American culture treats rape victims all that much better. Here a teacher who coerces a 14 year old into sex serves 30 days because the judge blames his dead victim.

WRONG!

Like a couple of other people said, rape isn't about sex, it's about power. And a mannequin isn't going to be the trigger that flips a switch in some disturbed asshole's head that makes him think "I need to go out and rape someone!". If he's disturbed that thought will most likely already be in his head, he doesn't need a mannequin to trigger the impulse, it's already there. The potential rapist is looking for opportunity and a victim.

I think a better solution would be that any man who rapes a woman gets his dick cut off. That'll act as a powerful deterrent.

I'm a fan of executing any sex offender that violently rapes a woman or molests a child. That way there is no recidivism rate.
