Even if it had been used to wipe someone's hands, being boiled in 375 degree oil which is well above sterilization temperature, intended to cook chicken to 160 degrees, also above sterile, there's not going to be any germs on that paper towel. It's probably better cooked than any of the more dense water filled chicken.

If it had been used with bleach or something, if you ate the whole thing it might make you sick, but more likely it was just full of oil.

Not good that it happened, of course, but not a huge deal.
