I'd like to know why duty free is using so much excess packaging in the first place if there's that much being left behind. Sure, just dropping it on the floor is still as piggy as hell, but with that sort of volume, where exactly is it all supposed to go, an overflowing rubbish bin?

To be fair, this looks like a systemic failure. Obviously they want tourists to buy up duty free but there is no process in place to manage the waste.

Either the goods should be depackaged in the store, or large bins should be provided in the terminal if this is a common occurrence.
