Seriously, this just more and more makes me think that the return policy should be 'No'.

Any time I have to deal with a return or exchange where the customer needs to keep the original receipts for the other items on them, I amend the lines in pen with the whatever the change was made, precisely so that they can't attempt the same thing twice elsewhere.
