My grandfather "retired" to the maintenance department as head after being a college professor forever. When they would clean the "public" restrooms or dorm bathrooms on Friday, they would take any rolls off and refill them with fresh rolls. My grandfather got permission to collect those rolls and he would bring us about 100 rolls in a big trash bag of partial rolls when my grandparents would visit. Some only had 1/4" left, but others would be barely used. We didn't buy toilet paper for 5 years.
