I would assume that there either was an actual window there at some point, or it's to make the facade look more regular from a distance (not breaking the grid of windows for a room that doesn't have one).


Those look like blocks on the inside, and there does appear to be glass in the window. It looks like the inside of the window was covered after the building was built for whatever reason. If it was just there for the window count, I'd expect there to be SOMETHING other than bare concrete... if you care what it looks like enough to install an actual window, it'd be silly to leave it bare like that.
