The reason is that one MAKES money, the other COSTS money. Whether they actually cancel or not, the company loses out, either on whatever their service is, or in giving them free stuff to keep them from cancelling.

Never call tech support and threaten to cancel. We don't care.

I had an issue when my husband and I bought our house. He lived with his aunt and paid for internet and I lived by myself and paid for my internet before we got the house. So we decided to keep the bill in his name, transfer his over to the new house and cancel my service. The lady on the line didn't understand that. It took me ten minutes to tell her that we still have connection at our new place under my husbands name. She even "had to check to make sure that we still had service" at our new place before she terminated my account. Annoying.
