Look at the exterior cracks. Don't be by the building when chunks of that let loose. Being as there are double wide windows behind those slats, I would venture someone attempted to make a former USSR housing building less ugly.

This reminds me of Vegas Vacation when they're at the Hoover Dam, and Clark gets lost and walks thru the door that's like halfway up the dam
