Does it matter? Either way they only get one space to park in. Can't fit an oversized vehicle in one spot, then tough shit you don't use the handicapped parking. Around my town the busy stores' spaces are full up by 9:00 AM, and half the people with stickers have to use regular spaces anyways. The town has a high elderly population and you can't make half the parking lot into handicapped parking.

An asshole either way. Those blue zones that indicate no parking serve another purpose: they're for vehicles with side ramps for wheelchairs. So not only is the driver taking up a handicapped space (maybe illegally), but he's also making it so a vehicle with a ramp has a harder time finding a spot.
