Our small town took care of this stuff a couple years ago. They sent out notices about the required size of the numbers and that they had to be clearly visible at all times. No hanging a flag in front of it either. They would replace them and charge you for it if you didn't take care of it by the drop dead date. This was listed for emergency services reasons, but nowadays it's important for many things, like home delivery.
